Will imports trigger automations?

The Import Tool is for contact and lead information only. Imports do not trigger workflows, tasks or dynamic lists.

Will imports trigger rules-based lists?

Note: If you need to import to a rules-based list, you create the list first and then tick Use an existing list and select the list from the dropdown menu.

Similar with automations, importing contacts will not trigger the rules in the list. Even if the imported contacts satisfy the conditions in a rules-based list, they will not be added to the list. You need to rebuild the list to automatically add the contacts.
